Counter Terrorist Security Advisers

Counter Terrorist Security Advisers (CTSA) are not regulators but have been placed in this category for their important supporting role. They have a similar but much more limited role (at least as far as nuclear materials are concerned) as the Office for Civil Nuclear Security (OCNS). Unlike the OCNS, who have the Nuclear Industries Security Regulations 2003, the CTSA supports other legislation such as the Radioactive Substances Act 1993 and the High-activity Sealed Radioactive Sources and Orphan Sources Regulations 2005. The CTSA provides advice and support to users on security procedures and physical security measures. They follow guidance issued by the Association of Chief Police Officers (ACPO) and are trained by the National Counter Terrorism Security Office (NaCTSO). Although they do not have the power to regulate, their security assessments will highly influence the decisions of other regulators and their place in this link section is therefore justified. Responsible for the regulation of the transport of dengerous goods which includes Class 7 (Radioactive Materials).

Environment Agency (EA) - Radioactive Substances Users

The Environment Agency (EA) is the lead regulator with respect to radioactive substances and waste in England and Wales. We land you on their 'Radioactive Substances Users' page. The principal piece of legislation they enforce is the Radioactive Substances Act 1993.

Environment and Heritage Service (EHS)

The Northern Island Environment and Heritage Service (EHS) is the lead regulator with respect to radioactive substances and waste in Northern Island. We land you on their 'Radiation' home page. Here you will find that the Industrial Pollution and Radiochemical Inspectorate (IPRI) is the inspectorate who enforces the Radioactive Substances Act 1993. Like the EA and SEPA they have their own application forms which can be found on their radioactivity page.

Health & Safety Executive

The Health and Safety Executive (HSE) is the lead regulator in the UK for safety related matters. We land you on their ionising radiations home page where you can find links and information about their role. The main piece of legislation they enforce with respect to ionising radiation is the Ionising Radiations Regulations 1999.

HM Nuclear Installations Inspectorate (NII)

This link takes you to the home page of The Nuclear Safety Directorate (part of the UK Health and Safety Executive with responsibility for regulation on nuclear licensed sites). They have licensing powers through which they assess safety cases and inspect sites for licence compliance. They also set national regulatory standards and help to develop international nuclear safety standards.

Office for Civil Nuclear Security (OCNS)

The Office for Civil Nuclear Security (OCNS) is part of the Health & Safety Executive (HSE). OCNS is the security regulator for the UK's civil nuclear industry. It is responsible for approving security arrangements within the industry and enforcing compliance. OCNS also undertakes vetting of nuclear industry personnel with access to sensitive nuclear material or information

Scottish Environment Protection Agency (SEPA)

The Scottish Environment Protection Agency (SEPA) is the lead regulator with respect to radioactive substances and waste in Scotland. We land you on their 'Radioactive Substances' page. The principal piece of legislation they enforce is the Radioactive Substances Act 1993. Application forms differ from those used by the EA.
